You can add a location-based targeting rule on both a Campaign-wide level or on an Experience-wide level, based on your requirements. For example, you would add a Campaign wide rule if you were offering a discount only to a specific location; however, you would add an Experience level rule if you were testing how well a product or message did in different locations.
